The whole of our difficulties have arisen through condit-
iens brought about by the War and not through lack of effort or
anything else ever which we have control. The position now is
that we hope soon to be able to satisfy His Excellency the Governor
of the local financial support for the Scheme; this will enable the
Agreement to be executed. Failing this our enquiries in England
make it clear that we could get the Scheme financed here after the
War. In the meantime the preparation of plans and details cab be
proceeded with.
I therefore have the honour most earnestly to submit and
to urge that you will be good enough to telegraph to Hong Kong
instructing the Government to cancel its letter (1988/1913 dated
feb.5th, 1918,) rescinding the Agreement it being most important
that this shall be done in order that the present transactions
shall not be rendered abortive and a grave injustice done to all
parties interested in the Schome.
